New Jersey is one of the hardest states in the country to sell land in, and knowing why protects you when you negotiate. A single parcel can sit under several overlapping authorities at once — municipal zoning, NJDEP freshwater wetlands rules, the Pinelands Comprehensive Management Plan, CAFRA coastal regulations, and the Highlands Water Protection and Planning Act, which restricted development across a large share of the northwest when it passed in 2004.

Wetlands or a Highlands designation can leave much of a parcel unbuildable, and vacant land routinely sits on the market for a year or more as a result. New Jersey also carries among the highest property taxes in the country and a tax-lien certificate system that can put a delinquent owner’s property at risk relatively quickly.
